Context:

The health of a child throughout pregnancy and early life has a significant impact on its wellbeing all the way into adulthood. As a result, and with acute health services facing increasing pressure, the importance of delivering services in the community is growing. In 2015, responsibility for early years public health commissioning was transferred to local authorities and just last year the government continued the mandation of the universal five health visiting checks.
